I got email from the firewall guys:
	OK, this is what we have in place:

	Source:         157.132.14.7 (IceCube-VPN-Endpoint)

	Destination:    129.6.15.28  (time-a.nist.gov)
			132.163.4.101 (time-a.timefreq.bldrdoc.gov)

I just tried hitting both again and got no response:
[root@sps-wczar enielsen]# date ; ntpdate -q -v 132.163.4.101
Tue Jul  1 01:05:12 UTC 2008 1 Jul 01:05:12 ntpdate[20456]: ntpdate 4.1.2@1.892 Tue Feb 24 06:32:26 EST 2004 (1)

Emailed them back to check their firewall logs.

0252Z	After various emails, it was determined that they thought our
	NAT was .7, but it is .8 - is it possible .7 used by the "dead"
	ASA? Now it all works, sps-wczar using tick/tock and 2 internet
	based ntp servers:
	ntpdc> peers
	     remote local st poll reach delay offset disp
	=======================================================================
	=time-a.timefreq 10.1.3.179       1   64    3 0.61418 -0.016153 3.93776
	=spo-nppcore-s2. 10.1.3.179       2   64    3 0.00087  0.000095 3.93774

	Emailed the north.
