BIOS settings updated on Rack 11 and hub 83

We have updated the BIOS settings in Rack 11 and for Hub 83 to configure the new temperature warning and shutdown limits.

Rack 11 has the hubs for IceTop. When we excluded all hubs from rack 11 in the run config
we forgot that we have to exclude IceTop from the trigger, since no IceTop hub was left operational.

So the run didn't start.

We started run in the original config and meanwhile made two new run config files. Each excluded one half of rack 11 in order to always have some IceTop hubs running.

So we configured the hubs in two steps. First during run# 114769 hub83 and the upper part of the rack with the config 

sps-IC59-Discworld-and-Corporal-Whitcomb-tweaks-V104_noitTOP_no83.xml
and subsequently during run# 114770 the lower part of rack 11 with the config 
sps-IC59-Discworld-and-Corporal-Whitcomb-tweaks-V104_noitBOTTOM.xml

Finally we started run# 114771 with the original configuration sps-IC59-Discworld-and-Corporal-Whitcomb-tweaks-V104.xml
